Russian Program Overview
The Scoop: Children Available: Closed Adoptions of Infants age 8 months at youngest referral, Toddlers and School-age children are available for placement. There are many sibling groups that are waiting for a family. Two unrelated children in the same region can be adopted at the same time. Most children live in an orphanage while waiting for a family.
Parent Qualifications: Couples and singles may adopt from Russia. There are no age or family size requirements, however, many individual agencies have their own criteria.
Travel: Two trips are required for adoption from Russia. The first trip is to meet your new child and accept the referral. Only one parent may travel for this meeting, but it is preferred that both parents in a couple travel. The second trip requires both parents to travel and appear before a judge to complete the adoption.
Timeline: From the time your dossier is completed until referral varies. If a waiting child is chosen, the timeline vastly speeds up. For special needs pre-identified children, the wait is also often shorter. For a healthy infant or toddler boy or with no gender preference, the time from dossier to referral is approximately 2-6 months at the time of this writing. Girl infants/toddlers have a longer wait time of 12-18 months from dossier to referral. Travel after referral may be from 1-4 months of acceptance of referral and trip #1. Trip #2 will be scheduled approximately 2-4 months later for court. Trip 1 will be approximately 5-7 days, and trip 2 will be 10-20 days with most judges not waiving the 10-day waiting period after court.Post Placement Reports in increments for 3 years are required for Russia, and are an important part of the committment you make to adopt in Russia. Agencies can loose their accredation for late or missing post placement reports by their families. A total of 5-6 post placements will be required.
Estimated Costs: $35,000 to $45,000 depending on agency, travel and accomodations. A tax credit of $11,000 will be available the year of the completed adoption. Financing resources are available to help aid families in adopting, as well as grants. Most agencies will have information on financing an adoption on their websites.
